It's known as "glass harmonica" or "glass harmonium". It was invented in the 1700s, some composers wrote parts for it when looking for a 'crystalline' sound; e.g. Saint-Saƫns in the "Aquarium" section from his Carnival of Animals. Its sound during the TBIII performance, though, is so low in the mix that cannot really be distinguished. Or maybe it's just a trigger for the 'windy' synth sound.
