Yep, that seems about right. For comparison: my DSL link is 1024 kilobit/s, and download speed hovers -- in a good day -- at 110, 120 kilobytes/s, though is usually stays at 100. So your link seems to be appropriate -- but if you were getting twice as much bandwidth before, you must check if the service you're getting is really what you're paying for, or something. Companies will almost always sell kilobits, so be sure to compare those 650 you're getting with what is on your contract.
