In general, Mike plays using his fingers when soloing, but he also sometimes uses a pick. If you're just starting to learn, I would recommend practising playing both with a pick and using your fingers, as you will find both approaches useful later.
If you are just wanting to sound like Mike, you will find that the best way is through picking with your fingers, though obviously, sounding like Mike takes a lot more than just that. As you play more and gain experience, you will discover how different things affect the sound of the guitar, and how to control all of those factors, to make it sound the way you want it to.
