I may be terribly wrong here, because I'm not familiar with regional English accents, but the voice almost sounds like someone from Lancashire - it's not «Happy?», but rather «'Appy?» with a very open A. The Thatcher impersonator (her name escapes me right now), at the end, says it in what I assume to be standard English, i.e. «Hæpy?», but the other voice sounds really Northern to me. Mike is from Reading, so it can't be him. However, it's definitely a sample.
@ Ommagest: more than a Speak and Spell machine, which has of course a very robotic/mechanical voice, I'd say that some artificial speech software may have been used. But, as far as I know, synthesized voices don't have any accent.
