Listen to the track 'Poison Arrows'. Exactly after the
last word 'closer' (bold) in this part...

...it sounds like Barry laugh or says 'huh!'. I don't know what
you think, but to me it sounds funny.  :)

I've got to hear this when I next get the chance

Richard's website says that Barry almost lost his voice while recording most of the songs. It was still good enough to use on the final album, but this may have been one of the places where it shows

The final word(s) sound more like what's written on the booklet right there, i.e. 'no sir', than 'closer'. :) Apart from this, IMHO that 'heh' is just an interjection deriving from the preceding high note. Dolores O'Riordan often does things like that, only more emphasized. :)
