You'd have to do that with MIDI, actually. It's virtually impossible to "change" notes on a finished MP3. Maybe professional studio software can do similar things, but I don't believe personal software has that capability. With a MIDI file, you can do that with the right software quite easily, though.
As far as I have heard, I don't think the Tubular Bells theme is the Fugue in D minor inverted, but it sounds like it. On the Fugue, the persistent note is a high D, and the "melody" happens on lower notes. On Tubular Bells, it's the opposite: the persistent note is an E, and the melody per se happens on higher keys.
Also, the Tubular Bells theme is 15/4. I doubt the Fugue uses such an odd signature.
