Some years ago on this forum Ugo drew my attention to the fact that in the Beatles' "All you Need is Love" certain instruments perform what is in effect a musical guffaw - perfectly understandable when you consider the naivety of the song's theme. Anyway, I've just been listening again to the instrumental disk of Man on the Rocks, and to me there is a similar laugh on "Irene": it's a moderately slow and brassy 5 note descending sequence that sounds like "Ha ha ha ha HA". It's well known that Mike believes in the vocalizing ability of musical instruments - perhaps he was laughing at governments' lack of preparedness in protecting people from hurricanes.
