Yes, they did. They edited down a little bit of it (right before the trumpet solo), but it's indeed Froggy. Of course they removed all of the original vocals from it.

No. As I said, this is a B-side of a solo single by Romina Power, whose A-side was "Il ballo del qua qua" (an Italian cover of "Dance little bird", which was a big hit here). The 7'' was issued by Baby Records, a small label in Milan owned by BMG Ariola, unrelated to Virgin. But the songs were recorded in Germany... something that, if you have a little knowledge of Mike's discography, should really be meaningful. "Il ballo del qua qua" was also included in Al Bano & Romina Power's 1982 album Felicità - see here.

That's what it is indeed - a cover of Froggy with totally different lyrics. I don't know if the song itself is a rarity, since it is available on eMule.
