Speaking over music is a very Viv thing, though. The whole thing is really very Viv, and wouldn't have sounded at all out of place on a Bonzos album.
Viv was of course at The Manor recording "Let's Make Up And Be Friendly" with the Bonzos at the time. One of the tracks on the album was Rawlinson End, which Viv later developed into a radio series, an album, a book and a film. It was about life in a country house, and Viv's take there on life in a stately home and the English upper classes is very similar to that in his Sailor's Hornpipe commentary. It's really a classic example of his observational humour, though drink seems to have made his style slightly less dead-pan than usual, but only slightly... He had a wonderful way of uttering lines like "A pale Sun poked impudent marmalade fingers through the grizzled lattice glass and sent the shadows scurrying, like convent girls menaced by a tramp." as if there was nothing ridiculous about them at all.
I think it was probably the right decision to leave it off the final album, but it definitely makes a brilliant thing to have as an extra.
